Overview

The Baltimore Workforce Funders Collaborative (BWFC) is a group of private and public funders established to support the alignment and pooling of resources around common workforce development goals and strategies. As a collective,  the BWFC is committed to advancing equity, job quality and systems change efforts that lead to family-sustaining wages, strengthened communities and a vibrant local economy.

BWFC is working with Byte Back, which will serve 100 low-income individuals through its Career Pathway which encompasses Computer Foundations, as well as Administrative and IT certification Courses; Pass IT On, a Black-led grassroots organization that will serve an additional 50 veterans, returning citizens, and the economically disadvantaged; and the Baltimore Digital Equity Coalition (BDEC) which connects committed organizations and individuals to coordinated efforts that seek to advance digital equity and close the digital divide to fully embed a Trauma-Informed Care approach into workforce development and digital equity. 

Objective

The purpose of this RFP is to identify a trainer(s) who will develop and facilitate a trauma-informed care training for up to 15 workforce development nonprofit professionals. The goal of the training will be to increase the capacity of direct service agencies, to improve the services provided to clients who have experienced trauma. The training should provide participants with some general knowledge and vocabulary around trauma, as well as more specific methods of working with trauma-affected clients, inclusive of staff experiencing secondary trauma. Methods should be applicable to providers involved in workforce development and should include a Race Equity lens. 

Participants

The participants of the training will include non-profit workforce development professionals working in Baltimore City. The age range of the clients served by participating organizations ranges from youth to older adults. 

The trainer’s scope of work includes: 

  1. Develop a pre-assessment:

 o The intention of this assessment is to be sure that the training is aligned with the expressed needs of agencies. 

o The overall breakdown of work specific sessions can be driven by this information. 

  1. Create/facilitate a training curriculum. 

o Plan should be interactive and applicable to the work of participating agencies.

o Must take into account the need for both general and specific understandings around service types and demographics, such as age, gender, race, etc. 

o Work with workforce development professionals to determine curriculum scope of work.

  1. Creation of a toolkit: 

o This should be a physical or digital document(s) that can serve as a reference or guide for agencies as a takeaway from this training. 

  1. Pre-assessment and Post-assessment 

o Assessments should be for the workforce development professionals and the students/clients they serve.
